Deep Cuts adds flat slash damage that gets multiplied on every critical strike, meaning these two Tier 0 talents feed directly into each other. At Tier 1, Perfect Counter layers on an additional 5% to 12% Critical Chance for 12 seconds after a Perfect Block, which can push your total crit rate into extraordinary territory when combined with Surgical Cuts.
